OSCEOLA COUNTY DEPUTY JUSTIN WYBIRAL UNLAWFULLY AND ILLEGALLY TARGETS A Private American National and Private Diplomat Outside His AO (Area of Operation). The following material evidence shall be considered a matter of PUBLIC RECORD, and shall be entered into as evidence to validate all claims made against him for a Violation of Civil Rights.
OSCEOLA COUNTY DEPUTY JUSTIN WYBRIAL provides the reason for pulling the Victim over stating the reason he pulled him over was because the license plate. A lawfully issued DOT # belonging to the Trust. The Victim retrieved the MCS-150 Report but the Deputy returned to the Private Conveyance and demanded they exit. This is after the Victim provided the Deputy with their TRIBAL IDENTIFICATION CARD which invoked their Inalienable Rights. The Deputy was verbally informed the Victim was invoking their Rights as well.
The Officer secured the clearly marked “Private Diplomat” binder containing the Registration MCS Report. This Protected Private Property was clearly marked and exempt from Search and Seizure pursuant to Article 30 of the Vienna Convention on Diplomatic Relations (1961). However, the Deputy chose to label it in his report as a “NATIONALIST” binder to circumnavigate this fact further establishing his unlawful and illegal actions being done with a malicious attempt to target the Victim and deprive him of his Rights.
The Deputy also documented on his Official Arrest Report that the Victim was pulled over for following a vehicle too closely. The ticket was never issued, mentioned during first appearance, and was not filed until nearly 2 weeks after the fact.
DEPUTY JUSTIN WYBRAIL documented in his official police report the Victim became argumentative during the interaction. This is the Deputy’s claim of “argumentative” which further validates the Victim was targeted. Despite the Deputy’s AO being within the Unincorporated section of OSCEOLA COUNTY, he initiated the stop within the Incorporated section of St. Cloud. This was after sitting out front of the corner store on 10th Street awaiting for the Victim to leave the store.

When the Victim was requested to speak, his mic was silenced multiple times including when referencing their Authority being derived from the UPU (Universal Postal Union), upon clarifying the Victim’s Identity, and citing Marbury v. Madison. The ALJ then committed Perjury by lying on the Record and claiming they were having “Microphone Issues” which is a blatant lie.
The Public Defender whom was never requested, authorized to speak, or should have been present actively silenced the Victim’s Microphone.
